K4 Project Public Consultation
DS Smith Plc intends to apply to the Secretary of State for a Development Consent Order to decommission an existing gas fired Combined Heat and Power plant (K1) and build, commission and operate a new gas-fired Combined Heat and Power (CHP) plant (K4) to supply steam and power to their Kemsley Paper Mill, in Sittingbourne, Kent.
The proposed development constitutes a project falling within the definition of a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008 by virtue of building, commissioning and operating an onshore generating station with an energy generating capacity of greater than 50MW and therefore requires a Development Consent Order (DCO) granting permission from the Secretary of State, via the Planning Inspectorate.
The new gas-fired Combined Heat and Power (CHP) plant would be located in the south-eastern part of the main Kemsley Paper mill complex. It would comprise the following:
- Gas turbine technology of around 57 MW nominal power output.
- A Heat Recovery Steam Generator, producing in the region of 105 to 110 MWth steam;
- A steam turbine, producing in the region of 16MW of electrical power.
DS Smith has received an EIA Scoping report from the Planning Inspectorate. We have consulted the local community on the proposals and are currently publicising the application and consulting prescribed bodies, relevant statutory undertakers and local authorities regarding our proposals. We are aiming to submit the application at the end of March 2018.
Documents, plans and maps detailing the nature and location of the proposed development, including Preliminary Environmental Information in the form of a draft Environmental Statement and Non-Technical Summary (NTS), are available to download in the zip file (200MB) below.
