Eighteen states already have enacted legislation to ban plastic bags, and major retailers including Walmart, CVS Health, Albertsons, Dollar General and Dick’s Sporting Goods have joined “The Beyond the Bag Initiative,” a group seeking to reinvent the single-use plastic retail bag.
